The Ammonites marched out and took up their battle position at the entrance of the gate, while the Arameans of Zobah and Rehob and Tob’s contingent and Maacah took their stand separately in the open.

This instance is similar to the usage in v. 6; see my comment there. The purported presupposition discussed there, that the king of Maacah is also in command of a force from the region of Tob, fits well here.

The listed order of the two forces is changed here, which can be explained as follows. In v. 6, this body was listed after Maacah’s contingent because what was most salient in that context was their respective leaders’ agreement to show up and join the fray. In contrast, here in v. 8, אִישׁ טוֹב is listed first because it is the larger force. Size becomes more salient as the battle lines are being drawn.
