We must understand this double language used above - 'justice justice'.
Furthermore, what is being implied here by the language pursue? It should say justice, justice you shall do!
Lastly, we can examine the below verse -
(כא) רֹ֭דֵף צְדָקָ֣ה וָחָ֑סֶד יִמְצָ֥א חַ֝יִּ֗ים צְדָקָ֥ה וְכָבֽוֹד׃
(21) He who chases after good and kind deeds finds life, success, and honor.
What is this language chasing after? It should say 'he who does good and kind deeds'. And also, what does it mean he finds life? It should have said he will be given life, or rewarded with life, success and honor.
Its possible to say that if HaShem gives a person abundance and wealth, as well grants him the knowledge what this person should be doing with the money.. then why does this person deserve reward? Its really other peoples money in his hand, as HaShem only gave it to him wealth in order to give charity to others.
However, HaShem desires kindness, and also wants the wealthy and the givers of charity to receive reward. As the goal of this world is to bring pleasure to HaShem, as the nature of goodness is to share that goodness with others, and therefor one gets tested and finds himself in a tight financial situation, and is unable to give as he/she once did, and specifically in this time the person fortifies him/herself, and gives charity as if nothing is lacking at all, it would seem that with his fingers he is chasing after the Mitzvot, charity, and kindness, and then in that case, the person receives that same level of reward retroactively on all the times he gave when he had what to give!
And this is why the verse says 'chase after charity and kindness', which means that whoever is constantly in a state of giving, even when he/she doesn't have enough to give, and still they make an effort to fulfill the mitzvah of charity, to this person will find life, charity, and honor, which means to say that they will receive reward even from the times they gave when they had what to give, and this explains well the language above of finding these matters instead of being given them.
And this is why the verse says justice justice you shall chase after. One is for the times when you gave when you had what to give, and the other one is when you make effort to give when you don't have what to give, that you shall give whether you are in a time of abundance or lacking, and at that point you activate 'So you shall live and inherit the land' which we see is a language of inheritance which is something that arrives to a person without effort, rather is comes direct to him/her from what his/her parents left to them. In essence, its something that comes to a person with zero effort.. which is like your reward that comes from all your past givings when you had it, it becomes like you gave when you didn't have it, each time, which is a much greater level of reward.
