(1) ה' spoke to Moses, saying: (2) Speak to the Israelite people thus: When a person unwittingly incurs guilt in regard to any of ה’s commandments about things not to be done, and does one of them— (3) If it is the anointed priest who has incurred guilt, so that blame falls upon the people, he shall offer for the sin of which he is guilty a bull of the herd without blemish as a sin offering* to ה'...

(13) If it is the community leadership of Israel that has erred and the matter escapes the notice of the congregation, so that they do any of the things which by ה’s commandments ought not to be done, and they realize guilt...

(22) In case it is a chieftain who incurs guilt by doing unwittingly any of the things which by the commandment of his God ה' ought not to be done, and he realizes guilt...

(27) If any person from among the populace unwittingly incurs guilt by doing any of the things which by ה’s commandments ought not to be done, and realizes guilt...

(1) If a person incurs guilt—When one has heard a public imprecation but (although able to testify as having either seen or learned of the matter) has not given information and thus is subject to punishment;

...

(5) upon realizing guilt in any of these matters, one shall confess having sinned in that way.

(21) Aaron shall lay both his hands upon the head of the live goat and confess over it all the iniquities and transgressions of the Israelites, whatever their sins, putting them on the head of the goat; and it shall be sent off to the wilderness through a designated agent. (22) Thus the goat shall carry on it all their iniquities to an inaccessible region; and the goat shall be set free in the wilderness.

(39) Those of you who survive shall be heartsick over their iniquity in the land of your enemies; more, they shall be heartsick over the iniquities of their forebears; (40) and they shall confess their iniquity and the iniquity of their forebears, in that they trespassed against Me, yea, were hostile to Me. (41) When I, in turn, have been hostile to them and have removed them into the land of their enemies, then at last shall their obdurate heart humble itself, and they shall atone for their iniquity. (42) Then will I remember My covenant with Jacob; I will remember also My covenant with Isaac, and also My covenant with Abraham; and I will remember the land. (43) For the land shall be forsaken of them, making up for its sabbath years by being desolate of them, while they atone for their iniquity; for the abundant reason that they rejected My rules and spurned My laws. (44) Yet, even then, when they are in the land of their enemies, I will not reject them or spurn them so as to destroy them, annulling My covenant with them: for I ה' am their God. (45) I will remember in their favor the covenant with the ancients, whom I freed from the land of Egypt in the sight of the nations to be their God: I, ה'.

(5) ה' spoke to Moses, saying: (6) Speak to the Israelites: When men or women individually commit any wrong toward a fellow human being, thus breaking faith with ה', and they realize their guilt, (7) they shall confess the wrong that they have done. They shall make restitution in the principal amount and add one-fifth to it, giving it to the one who was wronged.
